Council reviews interlocal respite‑care agreement with Washington DSHS; staff recommends consent placement

Jeff Betts, the city's recreation and parks director, briefed the council on a proposed three‑year interlocal agreement with Washington State Department of Social and Health Services (DSHS) to provide community respite‑care services for qualifying clients with developmental disabilities.
Betts told the council the city has contracted with DSHS for years to provide recreation services including camps, dance classes and swim programs and that DSHS reimburses the city according to the city's fee schedule. "This new 3 year contract begins on 08/01/2026 and ends on 07/31/2029," Betts said. He told council that in the past year DSHS reimbursed the city roughly $3,600 for about 10 local youth and young adults who used the subsidized programs.
Betts described the program as a small but needed service that provides access for participants who might not otherwise afford the programs. Staff recommended placing the interlocal agreement on the consent calendar for the July 16 meeting. Council members asked clarifying questions about whether the program faces funding risk; Betts said the state had not told the city that the contract would be cut and that the city would follow up if the state signaled changes.
