Residents tell Martin County commission taxes and maintenance are straining households

Several residents used the public‑comment period during the Martin County budget workshop to press commissioners on affordability and county maintenance.
Gary Eller, a Port Salerno resident, told the board his property tax obligation on the record jumped to $4,815 this year, an increase he said of $3,375 compared with a prior owner’s $1,440 figure. He urged the county to address overgrown pepper trees and unclear maintenance responsibilities in county right‑of‑ways and questioned procurement and paving cost estimates.
"That's a $3,375 increase in mine alone," Eller said during his 3‑minute public comment.
Richard Geisinger, another resident, urged the board to review budget growth relative to population changes. Geisinger said county population grew roughly 5% from 2020 to 2025 while the county budget increased by a much larger percentage over the same period, and he asked commissioners to seek ways to limit future growth in spending.
Why it matters
Public comment highlighted resident sensitivity to tax notices that will be mailed after the board finalizes proposed millage rates. With tentative millage rates set for TRIM notices, residents and commissioners will continue to debate affordability as the board holds additional budget hearings.

Commissioners acknowledged the comments and noted that grant timing, the property appraiser, exemptions and TRIM notices affect final homeowner bills. Staff also noted that some large CIP and grant receipts are recorded in the capital program rather than the operating budget and are amended once grant contracts are executed.
