Commissioners raised a number of concerns about the proposed term "outdoor hospitality area," noting it is broader than "food and beverage" and could create ambiguity about when health-department rules apply. One commissioner pointed out that a food-and-beverage designation often triggers health-department scrutiny (cooking, hoods, permitting). Another concern was whether expanded administrative adjustments would reduce notice to neighbors; staff described proposed limits and examples where an administrative adjustment would apply to specific code sections for special circumstances.
Staff said they would gather examples from other municipalities and prepare clearer definitions and examples before returning with a recommendation. Commissioners also discussed potential new land uses and whether to retain or refine proposed language; no vote was taken at the meeting.
