Volunteer committee proposes Mukwonago Veterans Memorial, asks village to reserve Wall That Heals and consider funding

Tim Flurry, a longtime Mukwonago resident and veteran, urged the village board to help secure a traveling Wall That Heals display and to consider support for a proposed Mukwonago Veterans Memorial.
"There is no veterans memorial in the village of Mukwonago," Flurry said, and described a volunteer committee's work to prepare a reservation application to host the Vietnam Veterans Memorial Fund's traveling exhibit. He told the board the VVMF secondary-application deadline to reserve the display for 2027 is Aug. 31, 2026.
Gunnery Sergeant Jeff Semra, a Marine Corps veteran and VFW post officer, presented renderings and a siting concept near Veterans Way and North Rochester, and said the committee has been coordinating with the school district so existing on-site infrastructure could reduce project costs. "By piggybacking on top of the school's work, we wouldn't have those [infrastructure] costs," Semra said.
Semra described the committee's funding plan, saying the American Legion Foundation will serve as a repository for private donations. He said monument fabrication and heavy footings are the primary expense and gave broad cost estimates: monuments roughly $250,000, a contingency figure of about $48,000 (described in the presentation as a 10% contingency), and a possible full-buildout scenario he discussed in Q&A that could reach roughly $550,000 depending on scope. Semra said construction is tied to the middle-school renovation schedule, with an anticipated site work window in late winter to summer 2027, and that the group will launch fundraising in April or May 2026.
Board members asked about a specific village contribution; Semra said the committee had not requested a firm dollar amount and offered to provide a proposed village contribution figure by the following month. Staff reminded the group that any siting on school property would go through the plan commission for review.
The request split between a time-sensitive ask (completing the VVMF reservation by Aug. 31, 2026) and a longer-term capital fundraising campaign. The committee requested the board's consideration for both reserving the traveling exhibit and for possible village financial assistance as fundraising proceeds.
The board did not take formal action on the request during the meeting; Semra said the committee would return with a clearer funding ask when available.
