Flagler County commissioners voted unanimously July 13 to approve the PUD site development plan for 'The Cove,' a single‑family detached subdivision reduced to 46 lots from an earlier proposal of 56.
The project's engineer, Dan Wilcox, described multiple drainage revisions intended to avoid transferring stormwater problems to existing lots north of the site. Wilcox said the design uses a double‑pipe system and separate conveyances so adjacent older homes would not receive additional runoff. “We were able to capture their stormwater and convey it away from them,” he said, describing a system sized to handle projected flows and to limit saltwater intrusion during typical events.
Staff cautioned that the preliminary plat and St. Johns River Water Management District review remain pending; several technical comments must be addressed before final plat approval. The PUD includes FEMA LOMA requirements tied to fill and elevation, preservation of upland buffers and a conservation tract next to wetlands, and public‑utility connections that are designed to tie into nearby Maritime Estates or future force‑main connections.
Commissioners asked how backyard inlets would be maintained; the applicant and staff said the developer will include a drainage‑maintenance plan with legal covenants assigning maintenance responsibility. After public comment from a representative of the developer and expressions of cautious support from neighbors, the board approved the PUD site development plan by roll call vote.
