Council approves downtown revitalization, salt procurement and zoning; multiple routine items pass

Key approvals - Downtown revitalization (Phase 15): Council accepted the sole responsive bid from Sparks Constructors for work at 118—22 W. Harrison Street after negotiations reduced a metal-cornice allowance; the project will be funded in part with downtown TIF funds and a Missouri community revitalization grant. - Rock-salt purchase: Council accepted Central Salt's bid for up to 800 tons at $107.99 per ton for winter road maintenance; the contract covers the remainder of FY2026 and the start of FY2027. - Budget amendment (Ordinance 2026-28): Council approved a $150,000 capital-improvement sales-tax fund increase to allow repairs and maintenance at city-owned industrial property (3010 Industrial Road) tied to a tenant lease. - Shandy Farms preliminary plat and rezoning (Ordinances 2026-29 and 2026-30): Council approved a two-lot preliminary plat at 3006 North Baltimore (one lot remaining R-1 single-family; the other to be developed commercially) and rezoned the parcel to C-3 extensive business to allow a proposed Plaza Tire service. - Airport lease amendment (Ordinance 2026-31): Council authorized a lease amendment with the General Services Administration extending TSA office space at the Kirksville Regional Airport from ~312 to ~680 rentable square feet. - Liquor licenses and appointments: Council renewed 52 liquor licenses for 29 businesses and approved multiple board and commission appointments and reappointments.
Funding and oversight notes: The downtown project uses increment financing and state grant funds; the airport amendment reflects federal design and TSA requirements and carries implications for future lease negotiations.
