Epping Conservation Commission approves minutes, hears property and budget updates, appoints alternate member

The Epping Conservation Commission carried several administrative and stewardship items at its March 23 meeting, voting unanimously on minutes and an interim appointment and receiving updates on properties and finances.
The Commission approved the minutes of its Feb. 18, 2026 meeting by a 6-0 vote. Town staff and commissioners reported on the John B. Folsom Conservation Area after New Hampshire Fish & Game flagged snowmobile activity; meeting notes show the town holds title and would need a warrant article to remove the property from conservation restrictions. Commissioners agreed to examine the site for possible damage and to consider whether posting or restrictions should be pursued.
Commissioners discussed the Hunter Drive parcel and a potential role for the Southeast Land Trust (SELT). SELT offered three levels of assistance — grant-writing only ($2,500), grant-writing plus task management, or full transaction management — but made no commitment to purchase the land. The Commission expressed provisional interest in continuing conversations with the seller and asked whether hunting restrictions could reduce the purchase price.
Other property items included prioritizing bridge tethering and kiosk work at the Tilton/Lamprey River floodplain site, continuing a Prescott Orchards long-term conversation and reconstituting a trails committee to catalog trails and maintenance needs. Finance officer Lisa Fogg reported updated fund balances, including an increase in the Conservation LUCT and an additional $9,000 deposit from 2024 collections that posted in 2025. Commissioners also discussed consolidating Commission web content to the Town site.
Gabe Porter submitted a resignation effective March 23; the Commission appointed alternate Scott Pim to an interim alternate seat in a 6-0 vote. No public comment was recorded and the meeting adjourned at 8:26 PM.
