Epping Water & Sewer Commission approves updated Water Emergency Plan and reviews WWTF upgrade

The Town of Epping Water & Sewer Commission approved an amended Water Emergency Plan and reviewed progress on the wastewater treatment facility (WWTF) upgrade at its March 3 meeting at Epping Town Hall.
Operator Anthony Shea presented the amended Water Emergency Plan for approval. "Motion by Chairman Pim to approve the Water Emergency Plan," appears in the meeting record; the motion was seconded by Commissioner Adam Munguia and carried 2-0. The plan will establish procedures intended to guide staff response during water supply interruptions and other emergencies.
The approval came as Shea and other staff briefed the commission on operational conditions. Shea said the water plant produced an average of 202,000 gallons per day in February. He also reported Lewis Builders is on the last phase of work on Sunset Ridge Road and water is being turned on in the final section of that development.
Chairman Scott Pim asked TA/Operator Jake Roger about the design review for the WWTF upgrade. Roger said consultant DPC's value‑added engineering "have come up with some good ideas." Pim asked whether equipment in the basement could be reduced to avoid potential flooding; Roger said cutting equipment was not feasible and that the plan is to ensure a functioning alarm in the basement area.
On pretreatment and sampling, Shea said the industrial pre‑treatment permit for the water treatment plant backwash water has been reviewed and sent to JR (Jake Roger) for signature and that baseline sampling still needs to be completed. He added that first‑quarter water sampling will be finished the following week.
The discussion left the commission with operational assurances on flow and sampling and with a plan to monitor basement flooding risk during construction and equipment placement. No formal vote was taken on the WWTF design at this meeting; staff indicated they will continue working with DPC and Underwood Engineers on design and site specifics.
The commission adjourned at 8:45 PM.
