Commission approves CDBG letter, IT statement of work and rescinds jail incentive; opens audit RFPs

Commissioners handled several formal administrative items during the Jan. 6 meeting, including approvals and votes required for grant documentation, IT services and internal policy changes.
On consent motions, the commission voted to authorize the chair to execute a county-letter requesting CDBG approval for change order number 2 (requested by Western Consultants). "I move that we authorize the chair to execute a letter requesting CDBG approval of the change order number 2 as presented," was recorded in the minutes, and the motion carried.
The board then reviewed a statement of work from Century Business Technologies for Total IT Care Services. After a motion and second, members voted to approve signing the statement of work and to have the chair sign in the customer-authorized signature block for Osage County.
Later in the meeting commissioners debated a prior jail pay incentive that provided an extra $1 per hour for jail staff when staffing reached 80% of full strength. The sheriff and commissioners discussed operational rationale and pay-sheet presentation; the commission moved to rescind the 80%-staffing incentive policy and voted to rescind it, with staff instructed to prepare a single blue-sheet/spreadsheet showing standardized pay changes for review next week.
The commission opened two audit proposals received in response to the 2024 County Audit Services RFP (submissions from Gordon CPA and George Schafer). Staff will scan and circulate both proposals and place auditor selection on the agenda for the next meeting. Commissioners also approved tax rule corrections for 2025 (and amended to include 2020) for personal property, real estate and trucks.
No executive-session action was taken that required public disclosure; the chair closed the meeting after approving minutes with minor corrections.
