The Finance Administrative Committee reviewed a draft amended intergovernmental agreement (IGA) with Beaufort County to govern stormwater management and utility activities for a 10‑year term. Mr. Gillen summarized the IGA’s history (original 2001 agreement, amendments in 2006 and 2016) and noted the current agreement had expired 06/30/2026; he also flagged a typographical error in section 3.03 that will be corrected prior to council consideration.
Jeff Henson, the town’s engineering director, told the committee the county administrative fee the town pays to the county is based on the county’s administrative costs, is reviewed annually, and currently runs about $100,000–$120,000 per year. Henson clarified that the town controls the stormwater fee on local tax bills and that the county fee is a separate administrative charge.
Committee members asked how the county committee (Stormwater Implementation Committee) and the town’s stormwater master plan will coordinate and how joint projects will be prioritized and funded. The town attorney confirmed the IGA prevents the county board from obligating the town to additional costs; any joint project cost implications would have to return to council or be part of the town’s budget process.
A motion to recommend approval was moved and seconded and the committee voted to forward the IGA to town council for final action. Staff said the stormwater master‑plan work will inform priorities and funding discussions moving forward.
