The Finance Administrative Committee considered a resolution authorizing the town to execute a financial‑participation agreement with the South Carolina Department of Transportation to perform up to 30% design for Sea Pines Circle. Mr. Gillen (speaker 9) explained the agreement funds a 30% design and cost estimate only and that the town would have to give consent and return to council before funding any work beyond the $300,000 in the agreement.
Committee members raised concerns about cost‑overrun language and maintenance responsibilities in later phases; Gillen said those items are not relevant to the current 30%‑design agreement and that any additional work or cost overruns would require separate council approval (an amendment to the IGA or a new IGA). A motion to recommend approval was moved, seconded and taken to a voice vote after limited public comment.
During public comment, a community representative provided background on earlier design work and confirmed that an existing town account has historically been used for engineering design services. The committee recommended approval to full town council without amendment.
Next steps: the committee’s recommendation will be sent to town council for final action; staff said they will correct a typographical error (Scribner’s error) in the draft agreement before full council review.
