Default budget shortfall prompts hiring freeze and cuts; public urges restoration of field maintenance

The Governor Wentworth Regional School Board heard that the district’s default budget is $852,889 lower than the proposed FY2026 budget, a shortfall the superintendent said is concentrated in employee expenses. On April 7, Superintendent Caroline Arakelian said the district will implement a budget freeze, defer filling proposed new staff positions and enact a partial hiring freeze for unfilled existing positions.

Business Administrator Kathy O’Blenes told the Board these measures, along with retirements of long-tenured staff and reductions in other expenses, are intended to help close the gap. The Board moved and approved the adjusted budget as proposed.

Several members of the public identified specific impacts: Mia Lyons and Amie Edmunds urged the Board to reconsider eliminating field maintenance and suggested alternative budget cuts. Bobbi Boudman later recommended using funds from the legal budget to pay for field maintenance and raised continuing concerns about the turf-field process. Commenters also referenced the potential effects of proposed state legislation (HB675) on local budgets.

Superintendent Arakelian also announced operational dates: the last day of school for students will be a half day on June 18, and the last staff day will be June 20. She introduced Dr. Katey Hills as the incoming Assistant Superintendent to replace Heather Cummings upon her retirement.

The Board took no immediate action to restore field maintenance funding at the meeting; members discussed reallocations and local commenters urged additional review.
