Staff member said the rezoning request, RZ022026, is contingent on an annexation vote scheduled for Monday and noted that staff had published notice and mailed letters to neighboring property owners. “Staff recommends the approval of the rezoning request from regional business to R‑1,” the staff member said during the public hearing.
A resident/representative of adjacent property owners raised concerns that converting the frontage area to residential could limit neighboring owners’ ability to seek commercial up‑zoning in the future and could depress property values. The resident asked whether buffers or other protections could be required when residential lots back up to potential commercial frontage; staff replied the comprehensive plan envisions commercial frontage along the Outer Road and residential uses behind it and said buffering and parcel‑by‑parcel solutions would be considered.
After public comment and questions on floodplain access and frontage concerns, a board member moved to approve the rezoning and the board conducted a roll call. Members present registered affirmative votes and the motion passed.
Staff said the rezoning is contingent on successful annexation and that annexation will be voted on at the upcoming meeting; procedural and implementation details will be resolved after annexation.
