Oak Grove — The Board of Aldermen unanimously adopted an ordinance Tuesday to rezone roughly 4.06 acres at 301 Southwest 15th Street from C-2 (Central Business District) to R-1 (Single-Family District). The board recorded the measure as Ordinance No. 2164.
City planning staff presented the application and said the parcel was rezoned from R-1 to C-2 in 2006 to accommodate an expansion of a mini-storage business. Staff said the property owner has revised plans to construct a single-family home and that the city’s future land-use map identifies the parcel as R-1. "The applicant is requesting a change to R-1," city staff member Matt told the board, and he said staff found the proposed change compatible with adjacent properties and expected to reduce land-use conflicts and infrastructure impacts.
The Planning and Zoning Commission held a public hearing on April 8, 2026 and voted to recommend approval, according to staff. The mayor opened the board’s public hearing and — with no members of the public stepping forward to comment — closed it shortly afterward.
After brief comments from board members acknowledging that surrounding uses are residential and that access to the parcel is limited, a board member moved for first and second reading by title and then moved for adoption. The city clerk called the roll; all members present voted "yes," and the ordinance was adopted.
The board did not attach conditions beyond the standard requirement that any change in proposed use beyond a single-family residence would require a new application and additional review, which staff confirmed at the Planning & Zoning meeting.
The city did not provide a timeline for construction or additional permits; the applicant’s detailed plans and any building permits were not part of the record discussed at the meeting. The board said staff will return with any follow-up items if needed.
