Oak Grove board approves 2% COLA, debt policy and highway safety grant submission

The Oak Grove Board of Aldermen on Feb. 17 approved three administrative measures: a 2% cost-of-living/merit adjustment to the 2026 compensation plan, a formal debt management policy, and a grant submission to the Missouri Highway Safety Program for hazardous moving vehicle enforcement.
Matt, a city staff member, presented the compensation plan amendment, saying the 2% adjustment (budgeted in the 2026 budget) would apply to both the merit pay plan and the negotiated schedule for bargaining-unit police positions; the change would take effect with the first payroll in April. The board approved the resolution by voice vote.
Matt also presented a proposed debt management policy intended to guide types of city debt, issuance processes and portfolio administration. He said the policy aligns with applicable Missouri statutes, GFOA best practices and materials reviewed by the city's third-party financial advisor; the board adopted the policy unanimously.
The Oak Grove Police Department's captain described a planned 2026–27 Missouri Highway Safety Program grant submission for hazardous moving vehicle enforcement, noting the grant can cover officer salaries, benefits and equipment. The department intends to request funds for two lidar/radar units and for training; if manpower allows an officer would attend the annual state traffic safety conference with expenses covered by the grant. The board voted to approve the grant submission.
Each of the three items passed without recorded opposition. After routine information reports, the board voted to adjourn into executive session citing Missouri statutes 610.021.2 and 610.021.12.
