Oak Grove adopts intergovernmental agreement with Jackson County for Robinson and White roads

The Oak Grove Board of Aldermen on April 6 adopted an ordinance authorizing the mayor to sign an intergovernmental agreement with Jackson County to mill and overlay the portions of Robinson and White roads that cross city and county jurisdiction.

City staffer Matt told the board the county approved the interlocal agreement on March 9 and will reimburse the city for work on unincorporated segments, with the county’s payment ‘not to exceed $121,005.95’ and actual amounts based on final quantities. Matt said the county intends to provide an initial reimbursement “almost immediately,” possibly in the $85,000–$90,000 range, though the not-to-exceed figure provides contingency.

Aldermen asked whether the White Road bridge is included; Matt said the mill-and-overlay contract does not cover the bridge. He added that the city has approximately $400,000 in federal funding for the bridge but that money must be routed through the Federal Highway Administration and MoDOT before an agreement reaches the city — a process that could take a year or two.

The council moved for first and second reading by title and then for adoption. After the clerk read the ordinance title twice and the clerk called the roll, the motion carried unanimously and Bill 26-08 became Ordinance No. 2161.

The board said it will follow the next agenda item — a budget amendment to record the expense and county reimbursement — with implementation details to be provided by staff.
