Osage Beach approves paving at city park and a special-use permit amendment for two residential units

The board authorized an unbudgeted capital improvement to pave the lakefront roadway at Osage Beach City Park for an amount not to exceed $87,052 after the special road district agreed to reimburse the city for material costs up to $100,000. Parks and transportation staff said the work will be completed in-house using the department’s new paver and that the arrangement should be effectively revenue-neutral for materials.
"This lets us improve a heavily used area of the park for cost, a no net cost to the city," staff said, noting reimbursement and a forthcoming budget amendment to reflect the material revenue and expense.
Separately, planning staff Carrie Patterson described a special-use permit amendment for a Richard Ellerman property that would add two residential units (raising the total to 32) after the applicant acquired adjacent land and relocated drainage. The planning commission forwarded the amendment unanimously and the board approved the change.
Next steps: Staff will place a budget amendment on the April 16 agenda for the park improvement. The property developer will proceed with conditions and site work required for permits and final inspections.
