Osage Beach aldermen reject $37,500 PayPoint HR compensation study after debate over scope and priorities

Human Resources Director Maddie Moon asked the Board of Aldermen to authorize a contract with PayPoint HR to conduct a citywide compensation study, including an alternate total-compensation package analysis, with a proposed cost that would exceed the department’s budget by $4,964 and require an internal transfer.

“I do believe that PayPoint HR will help us foster a workplace where our employees feel valued and engaged in public service,” Moon said, describing the firm’s collaborative approach and its work to include frontline staff in the analysis.

Several aldermen questioned the study’s scope and timing. Alderman Osteen and others said they prefer starting with staffing-level reviews to determine the right number and distribution of positions before spending on detailed compensation analysis. “I feel like our focus should be basically on getting studies done regarding our staffing levels,” Osteen said.

Alderman Rucker and others argued the study would provide a necessary benchmark for pay and benefits and would help retain staff by clarifying total compensation. Rucker said the outside analysis could also train city HR staff to maintain the process internally in future years.

The board conducted a roll-call vote at the first reading. Recorded votes during the roll call include Alderman Rucker (yes), Alderman Moroz (yes), and Aldermen Hoffman, Barela, Osteen and Collins (no). After the tally the motion to approve the PayPoint contract failed and the item did not advance.

Next steps: Moon said staff will revisit options and that the city is required by ordinance to review positions periodically; she indicated she would bring follow-up discussion items and additional proposals to the board in coming weeks.
