Palmyra council debates FY2027 economic development funding; staff report covers utilities and building safety

Council members discussed how much to budget for economic development in fiscal year 2027. The finance committee recommended $10,000; Mayor Alan R. Adrian said he favors $20,000 and asked elected officials to provide their opinions before a final decision.
During staff reports and related agenda discussion, Street Commissioner Austen Dornberger reported a $900 quote from Branching Out to repair and reseed an area on Martha disturbed by minor city drainage work; by consensus the council agreed to assist the property owner with the cost. Council also asked Building Inspector/Code Enforcement Officer Kyle Brennemann to obtain an engineering quote to assess four commercial buildings on Main Street for structure and safety concerns.
Electrical Manager Pete Dames updated the council on job descriptions, the planned purchase of a digger truck, outages from a recent windstorm, pole changeouts, and a small expansion of commercial units in the Palmyra Industrial Park. Water/Wastewater Manager Dustin Smith reported the touchscreen for the wastewater plant UV system has been shipped, that he is investigating a foaming issue at the plant and that Missouri Rural Water Association will perform leak detection in Palmyra. Mayor Adrian also received authorization to allow Jackson Park Golf Course to pour a concrete pad with block walls at the Palmyra Recycle Center for sand storage.
No formal votes were recorded on the economic development funding level at the March 19 meeting.
