Palmyra council authorizes HOMEBANK credit extension, approves business-card application and routine expenditures

Adrian to execute a business-card application with HOMEBANK; the motion was seconded by Council Member Earl Meyers and approved by roll call: Ayes Meyers, Thomas, Fahy, Bland, and Thornburg; Council Member Zach Jones abstained because he is an employee of HOMEBANK. The council also approved an extension to the HOMEBANK line of credit to June 13, 2026, and authorized issuing a check for the interest payment of $49,291.97. That motion was made by Bland, seconded by Jones; roll call: Ayes Meyers, Thomas, Fahy, Bland, and Thornburg; Jones again abstained.
The council approved Change Order #1 from Heimer Construction Company for a kitchen remodel in the amount of $661. The motion was made by Bland, seconded by Meyers, and passed unanimously.
Council members approved the consent agenda, which included approval of the Feb. 19 minutes, bills for payment, and three invoices from Klingner & Associates related to the Trail Grant and sidewalk/stormwater work.
The abstentions by Council Member Jones were noted on votes involving HOMEBANK because he is a bank employee; no council member voted "nay" on the motions recorded in the minutes.
The meeting moved into closed session later in the evening under Missouri's Sunshine Law provision Section 610.021(1), RSMo.; visitors left the meeting and the council returned to open session before adjourning at 8:10 p.m.
