Peculiar board confirms police advisory appointment and approves live‑scan fingerprint contract contingent on grant funding
Summary
On Dec. 15, 2025 the Peculiar Board of Aldermen approved a mayoral appointment to the police advisory board (Fred McLean) and a five‑year lease-purchase contract with IDEMIA LLC for a live‑scan fingerprint device; staff said the first year is fully funded by a Missouri Highway Patrol grant but the city would be responsible if state funding lapses.

The Peculiar Board of Aldermen on Monday approved two items affecting the police department: a mayoral appointment to the police advisory board and a five-year lease-purchase agreement to acquire a live-scan fingerprint device.
Speaker 4, a police department representative, recommended the appointment of Fred McLean to the police advisory board, noting Mr. McLean has supported the department and participated in the Citizens Police Academy and active-shooter training. The board moved, seconded and approved Resolution 2025-70 by voice vote.
On Resolution 2025-71, Speaker 4 described contract terms with IDEMIA LLC for a live-scan fingerprint device to replace ink-and-paper fingerprinting. He said the first year of the five-year lease-purchase is fully funded by a Missouri Highway Patrol grant and that the contract is structured as a five-year lease-purchase agreement. "If not, then the city will have to pick up whatever years that the grant does not cover," Speaker 4 said, and he estimated an annual cost if state funding lapsed at "about $505,900 dollars a year or lesser." The board approved the resolution by voice vote.
No public commenters spoke during the public comment period.
Board members closed the meeting with year-end remarks from the mayor and adjourned.
