Council pulls advisory‑committee guidebook for stronger complaint channels; appoints Tim Peterson to Planning Commission

On July 13 the Town of Superior approved its consent agenda by roll call, then removed item 5g — the 2026 advisory committee guidebook — for additional edits after several council members and public commenters requested clearer, explicit complaint and escalation channels for committee members and staff.
Mayor Pro Tem and council members said they wanted the guidebook to spell out who committee members may contact if they feel mistreated, including an explicit route to the town manager, and to include follow-up communications so complaints do not "disappear." Staff said the draft included a model code of conduct and reporting guidance, but agreed to "beef up" the reporting-concerns section and return the revised guidebook for consent consideration at a future meeting.
During the meeting the council also considered an outstanding appointment to the planning commission. Staff said one previously interviewed candidate withdrew, leaving Tim Peterson as the sole candidate; the council voted by roll call to appoint Peterson to the planning commission unanimously.
Public commenters urged the council to apply guidebook standards consistently to elected officials as well as to advisory committees. Staff said revisions would be calibrated to town policies and then returned to council for approval.
