Commissioners complete public hearing on CDBG annual action plan; approve Aspire release of funds and other environmental findings

Hamilton County management and Community Development staff presented the Community Development Block Grant (CDBG) Annual Action Plan for program year 2026 to the Board of Commissioners on July 13 and held the required public hearing. Staff said program-year 2026 allocation is $1,179,216, with total available funds of $2,542,018.89 including carryover from prior years. Priorities outlined included affordable housing development, continued partnerships with the continuum-of-care for supportive housing (for survivors of domestic violence, veterans at risk of homelessness, and people with serious mental-health needs), owner-occupied home repair (including accessibility modifications and utility connections in the northern half of the county), public infrastructure support through four participating cities (Carmel, Westfield, Fishers and Noblesville), and fair-housing administration.
Andrea Davis, a Fishers resident and executive director of Hamilton County Area Neighborhood Development, thanked the county for supporting affordable housing but cautioned the continuum-of-care that serves the county covers the balance of the state (excluding Marion County), meaning units created with continuum funding could be filled by residents from outside Hamilton County. Community Development staff acknowledged the point and said the plan and environmental reviews will be finalized after the 30-day public-comment period ends; staff proposed adopting the plan at the board’s next meeting and noted HUD submission is due Aug. 14. The board approved a final determination of no significant impact and release of funds for the Aspire project and approved environmental findings and releases for other projects (Fishers ADA ramps, multiple homeowner repair project reviews); the Spicewood land-acquisition item was tabled for further work.
The board took no immediate allocation vote beyond approving the environmental findings and release of funds for specific projects; adoption of the annual action plan is scheduled for a future meeting following the public-comment period.
