Superior committee weighs biannual mural festival, youth programming and merchandising to offset costs

Members of the Cultural Arts and Public Spaces committee on July 13 reviewed selection results and budgeting for a new mural festival and debated whether to hold the mural event every year or every other year, with an arts festival in the alternate years.

Staff reported 212 artist applications and that 12 primary mural sites were chosen with alternates because some artists are out of state and travel costs are not covered. Committee members described a youth component led by Streetwise and Tim Posey at the elementary school: a three-part panel mural created as an after-school program that will be revealed at the mural festival, then permanently installed at the Civic Space.

Speakers discussed money and sustainability: a referenced CIP mural budget of about $70,000 was noted, and committee members and staff debated sponsorships, booth fees, vendor charges, merchandise and IP use (fox stickers and a fox-themed blanket were cited as existing, marketable items). One member asked whether CAPS should execute programming or recommend it to staff; council liaisons and staff advised CAPS to generate ideas and then pass recommendations to staff for implementation depending on staff capacity.

Several members favored a biannual mural festival to reduce volunteer and staff burden and recommended holding a dedicated arts festival in off years to keep an "arts vibe" and reduce scramble. Staff suggested earmarking event and arts budget lines going forward and possibly hiring a consultant to manage arts vendors and sponsorships.

Committee members also discussed jurying logistics and volunteer time required to screen a large artist pool and suggested procedural improvements for future selection rounds.
