Chesapeake School Board adopts FY26–27 reconciled budget, approves 5% compensation adjustment

The Chesapeake School Board on July 13 approved reconciled FY26–27 budgets that raise the proposed employee compensation adjustment from 3% to 5% and reallocate newly confirmed state and city revenue to operations and infrastructure.
Dr. Cotton and budget presenter Miss Glaude told the board that final state and city budget numbers allowed the division to add $10.2 million in total compensation funding; after identified savings the net cost reported was $8.7 million. The recommended increase would raise starting teacher pay to $58,544 annually and the starting unified scale wage to $15.93 per hour; part‑time rates would be adjusted in January to align with the scheduled minimum‑wage increase.
"These adjustments not only strengthen our market position, but when combined with our benefit package create an overall advantage for current and future employees," Miss Glaude said. The presenters also recommended reallocating savings to prioritized operations and capital infrastructure needs.
The board voted to approve the reconciled operating, categorical and special funds budgets and to request that the city council reappropriate FY25–26 reversions to the division. The board also approved up to $10,000,000 in budget transfer authority to facilitate year‑end adjustments. That motion was moved, seconded and carried unanimously.
Administrators said the appropriation amendment for the additional compensation would be presented to city council in August and that some adjustments would be processed retroactively once the council appropriation is approved.
