EDTA questions Main Street MOU, facade-grant spending and potential overlap with city contract

Trustees raised concerns that Main Street had not spent grant money the EDTA expected to be used by May and that language in a new city MOU could overlap with EDTA-funded activities. Bridget (Main Street director, S6) said her board had approved a draft MOU that would be distributed for review and described that EDTA does not fund Main Street’s operational side; the draft envisions percentage-based invoicing so multiple funding sources (city, EDTA, grants) would cover portions of project work. “So from our discussions, the EDTA doesn't fund any of the operational side of our organization,” Bridget said during the presentation.
Trustees asked for detailed documentation: the proposed Main Street MOU, the city’s MOU and an annual report showing expenditures and facade-grant backups. Committee member (S4) repeatedly stressed the need for bid and expenditure transparency given the funds originate from a bond and city or EDTA dollars. Several trustees suggested the city council should review bid tabulations because the building and some projects use city-owned assets.
No final decision was made on the MOU at the meeting; trustees requested the documents and supporting financial detail before further action.
