Developers present 60,500 sq ft Barefoot Road site plan; commission continues stormwater permit to Aug. 3

Quentin (applicant representative) and Jesse Aguilar, the civil engineer of record for the 20 Barefoot Road proposal, gave the North Fork Conservation Commission a technical recap of stormwater and land-disturbance plans for a proposed 60,500-square-foot building.
"Nothing has changed from what we showed you in December," Quentin said, describing the project’s design approach and noting the prior favorable vote on an isolated vegetated wetland in December 2025. Jesse Aguilar added, "This site creates approximately 140,000 square feet of new impervious cover," and walked commissioners through a system that relies on four rain gardens, two filtration-only rain gardens, a subsurface infiltration system of ADS storm chambers and pretreatment units to reduce post-development runoff.
Applicant representatives told the commission that Tetra Tech’s third-party review comments were received only recently and that the team has submitted responses. They asked to surface board questions during this session so the August continuance could focus on outstanding items. "We were hoping to give the board tonight at least an introduction and surface any board questions off of the initial materials," Quentin said.
Commission staff confirmed they had received third-party comments and recommended another round of revisions and a follow-up review by Tetra Tech. Commissioners pressed on plan clarity and engineering details including a waiver request for map scale (1:40 vs. 1:50) and long-term operation and maintenance commitments for the stormwater features; the applicants said annual inspection and maintenance budgets are included in their response materials.
The commission voted to continue the stormwater management and land-disturbance permit hearing for 102030 (20 Barefoot Road) to the Aug. 3 meeting to allow time for Tetra Tech to complete its review and for applicants to submit revised plans. No final permitting decision was made at the July 13 session.
Next steps: the applicants will provide revised materials and responses to third-party comments before the August 3 meeting so Tetra Tech can re-review and the commission can focus only on unresolved items.
