Aldermen amend Procter Road drainage contract to award work to local bidder who said his low bid was excluded

Travis Hodge, a local contractor, told the Board of Aldermen he was the low bidder on the Procter Road (Procter Drainage) project and accused staff of the bid packet omission: "I was low bid" and "part of my bid did not make it to the board." He asked the board to review photos of his prior work and said he has completed nearly 40 projects for the city over 18 years.
Bill 26‑53 initially authorized a contract with Doctors at the Lake for Procter Road drainage improvements (not to exceed $30,000). Jeff Fisher, public works director, told aldermen staff had given Doctors "a slight edge" for experience on similar work and that the price difference was approximately $1,500.
Alderman George moved to amend the ordinance to replace Doctors at the Lake with Hodge Excavating. After procedural clarification (board members discussed whether a motion existed and how to amend in sequence), the board voted to amend the motion and then approved the ordinance as amended on first reading. The mayor noted the item had been returned to the agenda and that the board would take up the second reading at a future meeting.
The board did not select a formal penalty or make findings about the procurement process beyond approving the amendment; staff said they would proceed with the contract as amended and follow standard contracting steps.
