Platte County approves EagleView aerial imagery contract after debate over single bid

Platte CountyCommissioners voted 2–1 on Dec. 15 to authorize a contract with EagleView for 2026 aerial imagery, after the assessor defended a short procurement that produced a single responsive bid.
Assessor Marcus Farr said the county solicited bids for one‑inch orthophotography and oblique imagery, received a single bid after the Dec. 10 closing, and recommended EagleView because the company provided certified USGS‑approved camera systems, winter leaf‑off capture windows, rapid delivery timelines and Esri integration. Farr noted EagleView flew the county in 2022 and offered a competitive price payable over three years.
The chair pressed Farr on the procurement timeline and whether the county had provided adequate public notice. Farr said the notice was published in the Western Chronicle and that the assessoremailed multiple companies but that timing became tight in late November, which he said limited responses. One commissioner expressed discomfort that only one vendor responded and questioned whether relationships or insufficient notice affected competition.
Farr said the price and vendor qualifications justified immediate award to secure the required flight window for leaf‑off imagery. After discussion, the motion to approve the commission order authorizing the contract passed by roll call 2–1.
The contract amount and payment schedule were described in the assessorpresentation; Farr said the total contract was substantially lower than earlier cost expectations and that the vendor offered disaster coverage at no additional cost. The assessor and clerk confirmed the bidding and opening dates and that the county followed its published notice procedures.
The commission recorded the vote and will proceed with contract execution and flight planning.
