Platte County votes to withdraw from Zona Rosa public financing

The Platte County Commission voted unanimously Monday to approve an order that withdraws the county from public financing arrangements tied to the Zona Rosa development and transfers responsibility for certain parking garages to other parties.

County Administrator Wes Minder summarized a negotiated settlement negotiated with bond trustees, the developer and legal counsel that, if approved, removes the county’s obligations tied to several Series 2003 and Series 2007 bonds and transfers maintenance and financial responsibility for three parking garages to the Zona Rosa district’s transportation development entities.

Minder told the commission that the county had previously intervened in litigation over the bonds and had worked with counsel to reach the settlement. "With the passage of this order, the county will fulfill or remove any sort of financial, legal, maintenance allocations on those parking garages," Minder said, summarizing the effect of the agreement.

Commissioners emphasized that the vote marks a shift away from direct public financing of private development projects. A commissioner said the item was more newsworthy than other routine agenda items and framed the vote as an effort to avoid further county liabilities tied to underperforming development assets.

The motion to approve the order (identified in the meeting as 2026-CO-004) passed on a recorded roll call with a 3-0 tally. The commission’s action was presented as a settlement-driven transfer that will allow the county to move forward without further public-financing exposure for Zona Rosa.
