City Manager Mariana Birch told the council the Zone 7 agreement would continue Livermore's purchase of potable water under terms similar to the expiring contract. Birch noted that Livermore does not own wells and therefore is not affected by independent pumping quota provisions that apply to other agencies; staff confirmed Zone 7 must meet primary drinking-water standards.
On the meeting rules change (item 6.9), staff said the revision would clarify that in-person speakers for open forum are taken at the start of meetings while remote participants are taken at the end of the meeting, and would formalize the sequence already shown on the agenda.
Council member Branning moved approval of the consent calendar and Council member Dunbar seconded. With no opposition, the consent calendar passed unanimously.
