Crafton moves ahead with park and pool improvement grants, continues DCNR compliance work

Council received updates on park and pool-area improvement grants and requirements on July 9.
The infrastructure and land-use committee reported that plans for Noble and Linwood parks are finalized and staff and Gateway engineers are completing a line-by-line budget reconciliation required by the Department of Conservation and Natural Resources (DCNR) before the projects can go out to bid. "We're working through a compliance, state level, DCNR compliance," Frank Tedesco said, explaining the review and matching of budget to bid documents.
Committee members also noted the borough has pooled funding from DCNR and a GEDTF source totaling more than $404,000 for pool-area improvements (slide, pavilion and a climbing/water element) and a separate $325,000 DCED grant for pedestrian and business district improvements around the circle and East Crafton Boulevard. Committee discussion clarified the DCED grant expiration date is later than staff initially thought (references in the meeting indicated the grant does not expire until 2028).
Staff said they will finalize scope and bidding procedures and post drawings and plan attachments to the borough website for public view. Council requested improved visibility for posted site plans so residents can review designs and comment at future meetings.
No formal council vote was required for the update; the committees will return with procurement steps and additional community outreach.
