Council creates director-of-borough-services position to replace borough engineer role

Council approved a structural staffing change July 9 to convert the recently vacated borough engineer position into a director of borough services role.
Finance committee lead (Mr. Ho) asked the council to approve creation of the new position "to replace the borough engineer position that was vacated in May 2026," describing the shift as a response to evolving workload. Mr. Ho said the committee does not anticipate major budget impacts and that the new role better matches the borough's current needs.
Committee members and Mr. Price noted the borough has completed about $24 million in capital projects over recent years against an annual budget of about $6 million; council members argued the large project phase of previous years justified an in-house engineer but that routine projects and grant administration can now be handled differently. Mr. Price said some engineering work will continue to be provided by Gateway under contract.
Supporters said projected salary and benefits for the new director would fall below typical full-time engineer compensation (the committee cited a target range of $85,000–$95,000), and that shifting some tasks to Gateway would preserve access to engineering expertise where needed. The motion to create the director position passed on council vote.
Council directed staff to implement the personnel change and follow standard hiring processes for the new position.
