Commission moves to begin TIF-district amendments, may eliminate North Clark TIF

The Charlestown City Commission authorized staff and consultants to begin amendments to the city’s tax-increment financing (TIF) districts to remove parcels that do not contribute revenue and to correct mapping, with one proposed action being the elimination of the North Clark TIF.
Staff said consultants from Baker Tilly reviewed district maps and identified parcels—residential or tax-exempt—that do not contribute to TIF revenue. Staff described a mapping exercise to remove noncontributing parcels and recommended preparing separate resolutions for each amended TIF area so that approvals would be clean and less confusing.
Commissioners asked for the opportunity to review parcels if desired and discussed logistics; a motion to proceed with the amendment process, which includes mapping and drafting the resolutions, was seconded and approved by voice vote.
Staff said they will begin the process immediately, work with consultants and return with proposed resolutions for each TIF area.
