The Redevelopment Commission for the City of Charlestown voted 5-0 on May 12 to advance a proposed renovation of the city’s Little League facility using a Board of Trustees (BoT) procurement to secure a guaranteed maximum price. The commission heard construction estimates between $2.5 million and $3 million and a financing model showing debt service could be covered by existing Redevelopment Funds.
Consultant Jill Saegesser of The Wheatley Group told commissioners the project would be best suited for the BoT process because the team can provide a guaranteed maximum price and discussed rolling a previously issued bond anticipation note (BAN) into similar financing. Commissioners discussed the site history, prior renovation attempts, and the demolition of the Civic Center as context for the proposal.
The commission also approved the formation of a selection committee to oversee procurement and vendor selection and appointed Chuck Deaton, Mayor Treva Hodges and Brian Hester to the committee. John Spencer made the motion to proceed with the BoT process; Chuck Deaton seconded the motion.
The vote was 5-0. No construction contract was awarded at the meeting; the next procedural step is formation of the selection committee and solicitation of proposals through the BoT process.
