North Royalton council adopts 2026 budget, approves taser replacement contract and several personnel and land-use measures

The North Royalton City Council adopted its appropriation ordinance for fiscal year 2026 and approved a series of related measures during a Nov. 18 meeting that ran from 7:23 p.m. to 7:39 p.m.
Council passed Ordinance 25-155, making appropriations for the city’s 2026 operating budget. The council also approved Ordinance 25-156 authorizing the mayor to enter into an agreement with Axon Enterprise, Inc. for replacement tasers and associated equipment for the Police Department in an amount not to exceed $47,596.80. Council member Mary Gorjanc asked whether regular on-duty officers would carry the devices; Police Chief Keith Tarase responded that regular officers do not carry them as described, and President of Council Paul Marnecheck reiterated that the purchase is a replacement, not an expansion of the program.
The council suspended rules and adopted several items on first reading by unanimous vote of the members present (Paul Marnecheck, John Nickell, Linda Barath, Joanne Krejci, Mary Gorjanc and Heidi Webber; Michael Wos was excused). Those actions included Ordinance 25-161 (amending 2025 appropriations by transfers and additional appropriations), Ordinance 25-162 (requesting the County Fiscal Officer advance tax revenues pursuant to Section 321.34 of the Ohio Revised Code), Ordinance 25-163 (a memorandum of understanding amending the AFSCME tentative agreement with Ohio Council 8 Local 3410), Ordinance 25-164 (staffing and classification amendments), and Ordinance 25-165 (establishing benefits for full-time non-union employees, amended to reference Ordinance 15-119 Section 4 and to change an effective date to Jan. 1, 2026).
Council also adopted Ordinance 25-168 accepting final plat approval for PPNs 482-27-001 and 482-27-008 of the Harley Hills Creekside Subdivision. Two grant-related resolutions (25-166, a Fire Department Safety Intervention grant application for $40,000; and 25-167, a Police Livescan grant application) were on the consent agenda and were included when the consent agenda was adopted.
All roll-call votes recorded in the minutes show six yeas and no nays among members present, with Council member Michael Wos excused. The meeting adjourned at 7:39 p.m.
