River Ridge CDD updates NPDES filing, approves drainage easement and emergency street sweeping

Johnson Engineering reported the Lee County NPDES annual report was filed and will be submitted to FDEP before the Nov. 1 deadline; the Board approved a blanket-style grant of drainage easement template from PSGRC to the CDD and authorized $1,475 for emergency street sweeping after hurricane debris.
Johnson Engineering representative Mark Zordan told the Board the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report has been filed with Lee County and will be submitted to the Florida Department of Environmental Protection ahead of the Nov. 1, 2024 deadline. Lee County reviewed and approved the report, Mr. Zordan said, and staff noted possible changes to future water-sampling requirements.
Eric Long and Charlie Krebs discussed local drainage conditions and recommended a template Grant of Easement for drainage from the PSGRC to the River Ridge CDD (RRCDD) that could be used repeatedly, with specific sketches and legal descriptions added for each parcel. The Board approved the Proposed Grant of Easement for Drainage from the PSGRC to RRCDD and asked that future individual easement items include the site sketch and legal description for consideration.
Responding to resident Lynda Sorensen’s report of water ponding behind her unit and high moisture beneath her slab, staff said inspections showed no under-slab plumbing leaks and suggested perimeter drain tiles, downspout extensions and other neighborhood-level measures; Mrs. Sorensen asked the CDD and HOA to coordinate a solution.
On storm resilience, Eric Long described a multi-year plan and advised the Board that a 10'–12' storm surge model could have flooded 45%–55% of the community in a hypothetical event; he asked the CDD to designate Board and staff representatives to assist with planning. The Board agreed that Mr. Long and Mr. Merrill would assist and authorized Mr. Krebs to provide support as needed.
For post-hurricane cleanup, the Board approved an emergency Precision Cleaning, Inc. street-sweeping payment of $1,475 to remove debris (eight loads reported) and authorized additional week-to-week cleanings for the next month as needed.
Next steps: staff will submit the NPDES report to FDEP by the Nov. 1 deadline, circulate drafted easement exhibits when prepared, and follow up with neighborhood-level drainage mitigation options for residents reporting property intrusion.
