River Ridge CDD authorizes RG Architects for gatehouse redesign, approves Bowman signage work

The River Ridge Community Development District Board on Oct. 22 authorized Bowman Consulting Group to retain RG Architects, P.A. as a subconsultant to redesign two gatehouses and approved Bowman’s landscape architecture proposal to replace entry monuments across Pelican Sound.
Eric Long, the PSGRC general manager, said the gatehouses will receive a cosmetic redesign rather than be demolished; the main gate will be removed and redesigned after being struck 12 times this year. Long said RG is familiar with the site—having designed other community elements—and recommended starting design and permitting now so construction can begin without delay. Staff estimated design and permitting will take about 12 to 18 months and proposed booking the $62,500 expenditure as an up-front deferred cost that the CDD would invoice for reimbursement once financing is in place.
District Engineer Charlie Krebs said he would check for original construction drawings and provide details about elevation certificates and any changed flood-zone conditions. Counsel Tony Pires clarified that, to the extent the CDD must sign a Subconsultant Agreement or Task Authorization with Hole Montes (a Bowman company), the Chair would be authorized to execute documents following review by District Counsel and the District Manager.
On a motion by Kurt Blumenthal seconded by Terry Mountford, the Board unanimously authorized Bowman to retain RG Architects as a subconsultant under standard Bowman terms and authorized the Chair to execute documents as appropriate after counsel and manager review. The Board also unanimously approved the Bowman Consulting Group proposal for the Pelican Sound Master Signage Program, which funds replacement and relocation of monuments and is budgeted under Pelican Sound replacement reserves.
Next steps: Mr. Long will lead gatehouse project coordination with neighborhoods; Mr. Blumenthal will serve as Board liaison for monthly updates and community communications. Staff will return with subconsultant agreements and task authorizations for review.
