Rutherford County juvenile detention oversight board to calendar focused budget review in September

The Rutherford County Juvenile Detention Center Board on July 13 pressed for a clearer, earlier calendar to review annual budgets and accepted routine operational reports.
Members discussed two budget documents labeled 2526 and 2627 and noted a formatting difference between them. Vice Chair Dr. Michael McDonald urged the board to build a budget calendar for the next fiscal cycle, saying the oversight body should have at least two opportunities to review the budget before it goes to the county commission.
"We have the 2627 budget that it's already been approved," Dr. Michael McDonald said, arguing the board should set a regular schedule so staff have adequate time for review ahead of commission consideration. Lynn Duke, detention center staff, provided an overview of the current reports and the board accepted the monthly and annual wrap-up materials.
The chair acknowledged an earlier oversight in not placing the budget on a prior agenda and said he would ensure the budget review is calendared in September so the incoming mayor and the board can review it without being rushed. Members discussed adding a working session to resolve related items (memorandums of understanding, private acts) and suggested reviewing the budget as a "live" document every six months.
Board members also discussed internal roles and minute-taking responsibilities and recommended clarifying whether the board should designate a secretary to take minutes consistently. The board accepted the data report that morning, which staff said showed "17 total youth in the facility, 13 from Rutherford, 1 each from Gibson, Lincoln, and Warren County." The chair instructed staff to place a targeted budget calendar item on the September agenda.
The discussion did not result in an immediate amendment to any adopted budget; members described the calendar and extra review as steps to strengthen oversight going forward.
