Southeast Island School District board adopts FY 2026 budget, approves contract and multiple policy actions

The Southeast Island School District Board of Education adopted the district’s FY 2026 budget and approved a series of administrative actions at its regular meeting May 21 at Whale Pass School and via Zoom.
Board President Tony Lovell called the meeting to order at 5:47 p.m. and, after roll call confirmed a quorum, Ben Blair moved to approve the agenda and the board approved it unanimously with a Student Representative preferential vote recorded as 'Yea.'
The board adopted the FY 2026 budget after a motion by Ben Blair; the Student Representative cast a preferential 'Yea' and the board vote was recorded as 3-0 with two members absent, resolving the motion passed unanimously. The minutes do not specify line-item amounts in the budget.
The board approved several board policy (BP) items as unfinished-business motions moved by Blair, including BP 2000 (Concepts and Roles), BP 2100 (Administrative Staff Organization), BP 2110 (Organization Chart/Lines of Responsibility), BP 2120 (Superintendent of Schools), BP 2121 (Superintendent's Contract), BP 2122 (Superintendent of Schools: Job Description), and BP 2123 (Evaluation of Superintendent). Separately, William Tyrell moved to approve BP 0410 (Nondiscrimination in District Programs and Activities); both policy motions were recorded as passing 3-0 with two absent.
Under new business the board approved Professional Services Contract #2025-1001 with Alaska Business & Education Services, Inc., for accounting and business services following a motion by Blair; the motion passed 3-0. The board also moved a series of policies (BP 8000, BP 8110, BP 8120, BP 8130, BP 8140, BP 8200, BP 8310, BP 8320, BP 8330, BP 8340 and BP 8410) to a second reading, a procedural step the board approved unanimously. The board approved the FY 2026 Early Education Parent Handbook in a separate unanimous vote.
During administrative reports Superintendent Rod Morrison presented district updates including goals, recent engagements and legislative news. School and department leads summarized highlights from welding classes, student activities, greenhouse/agriculture programming, special programs and state and federal grants. The board acknowledged and heard a tribute to retiring Whale Pass teacher Andy Cook. Student Representative Teagen Taylor presented a student report that included graduation plans and upcoming activities.
The board reviewed informational items in the packet — including a Division of Elections letter on the 2025 school board election, advisory school council minutes for multiple schools, administrative regulations and exhibits, and the April 2025 travel report — and set the next regular meeting for Wednesday, Aug. 20, 2025 at Thorne Bay School with a staff meet-and-greet to precede it. The meeting adjourned at 7:44 p.m.
Votes recorded in the minutes show Yeas: 3; Nays: 0; Absent: 2 for the motions noted. Individual member votes are recorded in aggregate only; the minutes record Ben Blair and Tony Lovell as present in person and William Tyrell participating remotely.
