Interim city manager La'Loree Phelps told councilors the city sought bids and received proposals from CPU (Cape Girardeau), Vista (Blue Bell, Pennsylvania) and PeopleGuru (Tampa, Florida). HR Director Lisa Hafford recommended CPU based on positive experience by neighboring jurisdictions and department needs. Staff estimated the service would cost about $32,000 in the first year and rise to about $37,000 by year five under the agreement.
