Council authorizes MOU with Best Friends to transport and cover euthanasia costs for animal control

City planner James Sisk described a memorandum of understanding that would let Best Friends Animal Society and Southeast Missouri Pets fund euthanasia services and veterinary disposal for animals from Poplar Bluff for the coming year.
"Basically, what Best Friends has done is they've stepped up with a grant to pay for any euthanizations that we do...they're willing to pay for that," Sisk said, explaining the arrangement will require transporting animals to a veterinary provider in Cape Girardeau and that the partner organizations would pay those costs for at least a year.
Sisk and staff noted logistical considerations: transport will require grouping animals to make trips efficient; when animals are euthanized by a veterinarian, disposal practices change and must follow veterinary disposition rules. He also said another organization has offered to buy out the city's existing euthanasia device, which could accelerate the change in practice.
The item was moved to the voting session and then introduced as Ordinance (Bill) 85-78. The council voted by roll call and adopted the ordinance, authorizing the mayor to execute the MOU.
