Kinston council approves permits, grants and contract actions; affirms basic services for city manager recruitment

The Kinston City Council on Feb. 17 cleared a series of routine and administrative items including special-event permits, a planning grant ordinance, sewer connections for outside customers and authorization to proceed with city-manager recruitment services.
Special events: The council approved a Special Events Permit for Kinston Teens Sunday Dinner (three dates March–May) and a permit for the Jackson Heights Music Concert on April 18 at Pearson Park; the concert permit was approved contingent on receipt of a signed insurance certificate prior to the event.
Grant ordinance: Finance Director Donna Goodson presented and council adopted an ordinance to establish the NCDOT-IMD Multimodal Planning Project (C2128), a $65,000 grant award with $52,000 from NCDOT and a required $13,000 city match to update the City's bicycle and pedestrian plan.
Utility connections: Council approved outside sewer service for two residential lots in the extraterritorial jurisdiction near U.S. Highway 258 and Old Second Street; property owners will be responsible for all connection costs and will pay outside sewer rates.
Recruitment services: Interim City Manager Ralph Clark recommended proceeding with the basic Raftelis contract for city-manager recruitment at $39,300 without additional stakeholder-engagement add-ons; City Attorney Tim Carraway advised a roll-call confirmation. Roll call votes were recorded as Yes from Hardy, Lipford, Seaforth and Mayor Pro Tem Solomon; the motion passed 4-0.
Information items included an update that NCEMPA will implement a 4.5% wholesale electric rate increase effective April 1, 2026 (staff said no retail rate increase is expected for city customers) and interim budget and ARPA expenditure updates.
All items described were approved by unanimous votes where motions were recorded. The council adjourned at 7:59 p.m.
