Historic Preservation Commission meeting canceled; staff will return CLG RFP and COA fee recommendation on March 17

A meeting of the Kinston City Historic Preservation Commission scheduled for Feb. 17, 2026, at 8:30 a.m. was canceled and no official business was conducted, according to the meeting notice.
Staff materials attached to the canceled meeting outlined four substantive items that will return to the commission at its next meeting: approval of the Jan. 20, 2026 minutes; an update on Certified Local Government (CLG) historic preservation funds and a posted request for proposals from the State Historic Preservation Office (SHPO); a consideration of whether to reinstate a Certificate of Appropriateness (COA) application fee with $50 proposed as a reference amount; and a current COAs status report noting no new COAs.
The staff report on the CLG funds update said staff received a draft RFP from SHPO, revised it, and posted it through multiple outlets. Staff will review submitted proposals and is to present a recommended contractor to the commission at the March 17 meeting. The staff report identified the RFP as informational and recommended no immediate action.
On the COA fee, the staff materials noted that at a prior meeting the commission "expressed that they did not wish to pursue a COA fee," but made no formal motion. The report explained that historically COAs and zoning permit applications both carried a $50 fee; the city currently does not charge for COA requests while the zoning permit fee remains $50. Staff recommended the commission establish a $50 COA application fee and requested the commission take formal action to approve or deny such a fee at a future meeting.
The materials also noted there are no new Certificates of Appropriateness to report. The next Historic Preservation Commission meeting is scheduled for March 17, 2026, when staff plans to present the RFP results and the fee recommendation.
Because the Feb. 17 meeting was canceled, the commission took no motions or votes on any of the items in the circulated staff reports.
