Kinston Council approves three grant-funded special revenue projects totaling $369,290

The Kinston City Council unanimously approved three ordinances on Jan. 20 establishing special revenue funds for grant-funded projects totaling $369,290.
Finance Director Donna Goodson presented the first ordinance to establish the NCHFA 27ESFR Loan Pool Project (C2126), a $182,000 grant awarded Dec. 23, 2025, to provide interest-free and deferred forgivable loans to eligible homeowners for certain rehabilitation costs. Goodson said the grant is a pass-through from the U.S. Department of Housing and Urban Development's Home Investment CPD program. Council Member Hardy thanked staff for securing grants that would help homeowners.
Goodson then presented a $51,270 grant from the Department of Justice's Office of Community Oriented Policing Services (COPS) to offset costs related to the Kinston Police Department's pursuit of CALEA and NCLEA accreditation. No local match is required for that funding.
The council also approved a $136,020 COPS grant to implement a comprehensive program to improve psychological health, emotional resilience and overall well-being for sworn officers and civilian personnel. That grant likewise requires no local match.
All three ordinances were approved by unanimous vote.
Next steps noted in the meeting record indicate staff will implement the programs under the established special revenue funds; no specific vendor contracts or expenditure timelines were approved at the meeting.
