Jessica Tagastad of Wold Engineering presented the project timeline and said special assessment letters to affected property owners will be mailed next week. Councilmember Marsden moved to hold the protest hearing for the project on April 6; Mortensen seconded and the motion carried. At a March 19 special meeting the council approved a resolution "APPROVING PLANS & SPECS FOR THE 2026 PAVING PROJECT," with an estimated cost of $1.5 million, and called for bids to be opened at a special meeting on April 14 at 5:00 p.m.
The council described the funding plan as follows: a Flex Funding Grant will cover roughly 50% of the project cost; of the remaining 50%, the city will pay 80% from sales tax revenue and the remaining 20% will be assessed to affected property owners. Special assessments will be spread over 10 years at a 3% interest rate. Wold Engineering will place public notices for both the protest hearing and the bid advertisement in the local paper.
Council members emphasized procedural steps: letters to property owners, a formal protest hearing on April 6, and bid opening on April 14. No contractor award or final contract was approved at these meetings; the council authorized the bid process and scheduling needed to move the project toward procurement.
