Commission reports easement monitoring and trail updates; agrees no comment on local site-plan amendment

At its Oct. 28 meeting, the Hillsborough Conservation Commission reported no easement violations at Black Brook, confirmed installation of a Confluence Trail map dispenser and plantings, and reached consensus to have no comment on a Planning Board site-plan amendment at 281 Second NH Turnpike; a potential conservation property will be followed up by Commissioner Jim Riddle.
Chair Richard Head reported at the Hillsborough Conservation Commission’s Oct. 28 meeting that he had walked the Black Brook easement (232 Windsor Rd.) and found no violations. Head also said he completed monitoring on two privately monitored properties (Coffin and Hope Thomas) on behalf of 5 Rivers Conservation Trust.
The commission reviewed Planning Board correspondence requesting comment on a Site Plan Amendment for 281 Second NH Turnpike and reached consensus to file no comment. Members also discussed a Final Design Plan for Mill St. submitted by Joel Bellestero; Chair Head reminded the commission he was previously authorized to sign the application provided no significant changes were made, and members agreed that his earlier signature remained acceptable.
Jim Riddle reported progress on the Confluence Trail: a map dispenser has been installed and Swamp Milkweed and Rattlesnake Root have been planted. Commissioners were reminded the HCC is scheduled to present to the Selectboard on Nov. 12 about trails work. The commission deferred the budget discussion to a future meeting.
James McDonough said he and Emily Wrubel inspected Farley Marsh and found signs of ATV use; they determined the activity appeared to originate on adjoining private property rather than on HCC or Forest Society land, and McDonough said he would report his findings to the Forest Society.
Under new business, Jim Riddle said he had spoken with a resident about a potential conservation property and would follow up.
