He attributed the cost increase to market changes and the time elapsed since the original 2019 application; the project was delayed in part by COVID-19 impacts.
Commissioners asked whether the county should expect repayment of the overage; staff said the county will submit the documentation and that approval from GEMA/FEMA is not guaranteed but likely within program rules. No formal vote was recorded at the workshop; staff asked the board to place the acceptance and contingency funding on the regular agenda.
