Lennox approves listing Central Basin 5 on state water plan ahead of SRF funding

The Lennox City Council authorized the mayor to sign and submit a state water plan application to list a proposed street modernization and drainage project, labeled Central Basin 5, as the precursor to an SRF funding application.
Staff explained the item is an administrative step: "Many of you are familiar with, state water plan application, as a process leading up to an SRF application," Nate, city staff, said. Staff estimated the project would be similar to Central Basin 4 and placed the preliminary construction cost in the $10.5–11 million range; staff also cautioned that grant availability may differ and that the city may not be eligible for the same level of grant funding as previous projects.
Engineers described project limits such as 4th Street from Cleveland to McKinley and side streets on the west side, emphasizing stormwater and drainage deficiencies and noting sanitary sewer and water main deficiencies in some blocks. Council discussed optional add-ons (for example extending storm lines up Cleveland) and the need to size facilities to allow future connection.
Because the state water plan application deadline would come before the next regular council meeting, the council moved and approved a motion authorizing the mayor to sign the application so staff can submit the project for consideration and later prepare a full SRF funding application.
