Public works staff said the recommended approach is a flute-filler insulation with a 20-year membrane. "The entirety of the project for the lowest offer was 179,000," the project lead said, adding that the supplier estimated three to four weeks to get materials and about three weeks to complete the work.
Council members moved and seconded the measure and asked for legal review before signing the contract. One councilmember asked whether the repair would repeat the problem; staff said the proposed work is a comprehensive solution that fills metal roof ribs with insulation and overlays a membrane rather than applying another patch.
The council voted by voice to authorize proceeding with the low bid and to move funds previously bookmarked for the seated meeting to cover the higher amount. Staff said the contractor will schedule materials and begin once legal review and procurement steps are complete.
Next steps: legal review of the quote/contract terms; if cleared, staff will finalize scheduling and begin the roof replacement work.
